The Bureau of Administrative Services (BAS) oversees many different functions to include: Training, Scheduling, Policy and Procedures, Compliance, Classification, Grievances, JBCT, PREA, and other administrative functions.

Classification Unit

The Classification Unit comprises of a Sergeant and twelve full-time classification officers. The classification of incarcerated persons is equitable and objective without discrimination against any individual based on sex, race, color, creed, cultural background, physical handicap, or national origin.

Typically, a Classification Deputy will conduct classification interviews with inmates and objectively determine appropriate and housings, conduct re-classification reviews and assignments as needed, conduct cellmate compatibility reviews and make appropriate housing placement, reassignment and other changes, identify gang membership, utilize resources to assist in the prevention of crimes within the facility.

C.I.U

The Correctional Investigation Unit is comprised of a Sergeant, two intelligence deputies, two K-9 deputies, and a crime analyst.

JBCT

JBCT Unit consists of two deputies, supervised by the Classification Sergeant. The Jail-Based Competency Treatment is a program designed to address the needs of individuals who are deemed incompetent to stand trial (IST) due to serious mental illnesses. Patients within the JBCT program work with counselors and psychologists to restore their competency. The goal is to help them understand legal proceedings and actively participate in their defense.

Administrative Sergeant

The Administrative Sergeant is responsible for the supervision of the Title 15 and PREA deputy. The Administrative Sergeant also is responsible for Detention Policy and Procedures, reviewing grievances, incarcerated person disciplinary appeal grievances, and other administrative duties.

  • Title 15 Compliance: A Deputy supervised by the Administrative Sergeant coordinates with Facility Operations Sergeants to gather documents required for BSCC inspections, scheduling inspections, and other compliance duties.
  • PREA: A Deputy supervised by the Administrative Sergeant plays a crucial role in preventing, detecting, and responding to sexual abuse and harassment. Provides mandatory PREA training to staff, contract staff, and volunteers, and ensures audit compliance.

Scheduling

The Unit comprises a Sergeant, Deputy, and a CSO. Responsible for the scheduling of staff, managing vacations, shift changes, and other duties.

The Training Unit comprises a Sergeant, a Recruit Training Officer (RTO), and a Community Service Officer. Their collective responsibility is to conduct training procedures that align with departmental, county, state statutes, and Standards and Training for Corrections (STC) regulations. These efforts ensure that personnel receive effective training and professional development opportunities.

  • FTO Program: Provides structured, on-the-job training for new deputies, ensuring they meet departmental standards before working independently.
  • CORE Academy: Delivers required certification and skills training for correctional deputies, following the Standards and Training for Corrections curriculum.
  • Intern Program: Offers hands-on learning opportunities for students and aspiring law enforcement professionals to gain practical experience in a detention environment.
