Chief Darin Gharat
Chief Gharat was born and raised in Modesto and graduated from Modesto High School and received his Associate of Arts Degree from Modesto Junior College in Administration of Justice. He went on to receive his Bachelor of Arts Degree in Management from St. Mary's College in Moraga, CA. He began his law enforcement career as a Reserve Deputy Sheriff with the Stanislaus County Sheriff's Dept in 1989. During that time he worked in many areas of the department including the detention facilities, courthouse, coroner's office, and patrol. In 1996, after completing the basic academy through Modesto Junior College, he began his full-time career in law enforcement with the Stanislaus County Sheriff's Dept.
Since that time, he has worked patrol, bailiff, POST certified training coordinator,and Internal Affairs investigator. He was promoted by Sheriff Weidman in 2003 to the rank of Sergeant. As a Sergeant, he worked as a patrol field supervisor and as the facility supervisor at the coroner's office. In 2005 he was again promoted by Sheriff Weidman to the rank of Lieutenant. As a Lieutenant, he worked as an area commander, unit commander of the Air Support Unit, and oversaw the Juvenile Services Unit, and as a Patrol Watch Commander. He was appointed as the Chief of Police Services by the City of Waterford in November of 2007. He now oversees the Hughson Police Services, Reservoir and Off-Road Enforcement Unit and the department Dive Team. |

In 1998 the City of Patterson Police Department was consolidated into the Stanislaus County Sheriff's Department resulting in the formation of Patterson Police Services of the Stanislaus County Sheriff's Department. Chief Tyrone Spencer has continued in the appointed position as the City of Patterson's Chief of Police and was also designated the Area Commander of West Stanislaus County by Sheriff Weidman. Chief Spencer is responsible for the management of the Sheriff's Departments law enforcement services in the City of Patterson and in the unincorporated area of West Stanislaus County. Patterson Police Services of the Stanislaus County Sheriffs Department, provides the City of Patterson, population 21,000 with a wide range of municipal law enforcement services including, but not limited to; Administration, Patrol, Traffic Enforcement, Investigations, Records Management, Training, Recruitment, Specialized Enforcement Teams, and Citizen Volunteer Programs. The Department fields four patrol deputies during the peak hours of the day which is augmented by a four person street crimes unit which focuses on proactive approaches to crime reduction and enforcement efforts.
The Patterson City Council, through its City Manager, provides local direction and control of the Department, which allows the City to enjoy the benefits and resources of the Sheriffs Department while at the same time allowing the City to retain, in effect, its local law enforcement autonomy.

Chief Tori Hughes
Chief Hughes is originally from California however grew up in Arizona. After obtaining a golf scholarship out of high school, she pursued her interest in Criminal Justice and obtained her BA degree from California State University, Long Beach. Realizing that education is the pathway to advancement, Chief Hughes pursued her Master’s in Business Administration at National University where she obtained her MBA.
Chief Hughes started with the Stanislaus Sheriff Department in 1999 as a Deputy. Through leadership and service, moved into the Community Deputy role for the community of Salida. That assignment got her recognition as she advanced to Detectives where her focus was on Crimes Against Children and Elder Abuse.
She promoted to Sergeant in the Patrol Division of the Sheriff’s Office in 2005, which included supervising a staff of Community Service Officers, ID Technicians as well as the Property and Evidence Division. While in this assignment, Chief Hughes completed a $250,000 remodel of the Property and Evidence Room and established policies and procedures. She completed the Master Instructor Development Course through POST and teaches Management of Property and Evidence in Sacramento.
In 2007 she promoted to Lieutenant where she was the Watch Commander. She later interviewed and promoted to Chief of Police for the City of Patterson in 2010. Chief Hughes continues to make a difference and change the community and relationships between law enforcement and the citizens.
Chief Hughes currently holds board positions with Stanislaus Office of Education’s Leadership Academy, PAL (Police Activities League). She is also an active member of Modesto’s Rotary. |

Law enforcement services for the City of Riverbank are performed under contract with the Stanislaus County Sheriff's Department. Patrol, general investigations, traffic enforcement, crime prevention and business office functions are performed by personnel assigned to Riverbank Police Services. A wide array of services are also provided by specialized units operating from the Sheriffs Operations Center on Hackett Rd. in Modesto; these services include the investigation of felony assaults, crimes against children, fraud, narcotics, gang and street crimes, along with specialized crime prevention and youth services programs.

Chief Bill Pooley
Chief Pooley began his full-time career in law enforcement in 1990 with the Sonora Police Department. He was hired by the Stanislaus County Sheriff's Department in 1994. He worked as a Patrol Deputy, Street Crimes Detective and as an Agent for the Stanislaus County Drug Enforcement Agency. Bill was promoted to Sergeant in 2005. As a Sergeant, he was assigned to supervise Patrol, The Central Valley HIDTA Drug Taskforce and Acted as the in Chief of Police for the City of Hughson. After being promoted to Lieutenant in 2007 he was assigned as a Patrol Watch Commander and now serves as the Chief of Police for Riverbank Police Services. |

On July 1, 1998, the City of Waterford contracted with the Sheriff s Department for law enforcement services. As of that date, Waterford Police Department became Waterford Police Services. Even though there is a new name, the Department Motto, "Service with Respect" continues.
The Department is dedicated to provide the highest level of public service with a commitment to provide a high visibility of patrol service, increased narcotic enforcement and the targeting of known criminal offenders. With continued partnership with the citizens of the community, Waterford Police Services has committed itself to the highest standards of professional excellence to fulfill its goals of reducing crime and making the City of Waterford a safer place to work and live. |
